Board of Directors Meeting
May 12, 2012
The River Bend Park POA Board of Directors met May 12, 2012 at Community Building in the park. Board
members present were Jim Gulley, Terry Rogers, Gail Davis, Sue Sharp, Robin Jones,  and Scott Manatt.
Jennie Penn, Gail Dunlap and Dewaine Malone were abseent. Several property owners were also in
attendance.
Jim Gulley, Pres. called the meeting to order at 10:35 A.M. Mandy Cook made a motion to approve the
minutes from the previous meeting. Vicki Rouse seconded. Motion carried.
Jim gave a treasurer's report of balance of $108,352.78. He pointed out that $6,557.00 of the April electric
bill was the charge for electric  deposits. Paul Koros questioned the $4.90 charge USPS. It was explained this
was the cost to mail redemption forms for the playground. Mandy Cook made a motion to approve the report.
Johnny Clayton seconded. Motion carried.
Jim asked for volunteers to help man the gates during Memorial Day Weekend. Paul Koros asked that a
schedule be posted on the website so that people could sign up. Robin Jones stated she would take care of
getting this done.
Jim also announced there was going to be a hamburger/hotdog cookout on Sat., May 26 @ 4:30 and
volunteers were needed to assist with that. This will be a fundraiser for the playground account.  A Memorial
Day parade will follow the cookout and the signup fee for parade is $5.00. The money from the parade will
be to help with fundraising activities for 2012 season.
Jim asked for approval to reimburse employees for fuel for security purposes. It was suggested they be given
$20.00 per weekend. Scott Manatt suggested this be decided in an executive session. Property owners felt
they should also have a sayso in this decision. Property owners asked if we would need more than one
person patrolling on holiday weekends. Boyce Fletcher stated he felt that $20.00 might not be sufficient. Jim
agreed this was probably not  enough, but it was being done as more or less a "thank you" to those that
were already doing it at no charge. Boyce made motion to approve, Dawn Rasdon seconded. Motion carried.
Jim announced that since the POA reorganized in 2006, there had been 29 Board Members either elected or
appointed, and only 7 of that total had remained on the board to serve out their term.
Jim announced the candidates for the upcoming board election and read their resumes. Wayne Reece - was
not present at this meeting.
Jerry Brown - he stated he had come into the park this year on March 2 and had not left. He also stated he
had been on every lot in the park and had helped clean lots and work on water lines. He was interested in
making this park work and have many more property onwers, at least 400. He would like to see more lots
sold and feels the POA needs to purchase as many lots from tax sales as possible.
Clarissa Brown - she stated she wants people to be happy and enjoy the park.
Chris Ballard
Johnny Clayton - he stated he felt the park was headed in the right direction and he wanted to be on the
board to help continue with the progress.
Julie Moss
There are three positions that are going to be available at the election and property owners can vote for
three people. Property owners are only allowed one vote per lot. Only property owners in good standing will
be allowed to vote. The election committee will be in charge of preparing the ballots and will have a list of
property owners that are eligible to vote. It was decided that ballots could be mailed in but must be returned
in envelopes marked "ballot" and received prior to the election. A ballot will be posted on the website.
Paul Koros had a question concerning amount paid to redeem the playground, stating it was not listed on the
treasurer's report. Robin stated that figure was listed on the April report.
Terry Rogers reported he had Dacus Fence come to the park to give us an estimate on a new gate. They
are to report back to him.
Jim reported the park mower was down due to needing the deck replaced. A new deck has been ordered
and was expected in on May 12. The deck was under warranty, but will cost about $500.00 for bolts, etc. to
put deck on.
Sandra Fletcher stated that after a recent Board Executive Meeting someone on the board released
information that was discussed. Jim stated he was aware, but there is really no way the board could control
this. He stated each person is responsible for their own actions and have to look at themselves in the mirror.
Everyone needs to be more positive. Some people love to dwell on gloom and doom and spread gossip. He
encourage everyone to "shut-up" and enjoy the park.
Mandy Cook made a motion to adjourn. Dawn Rasdon seconded. Motion carried. Meeting adjourned at
11:20 A.M.
